The cooperative association of all members of the Histadrut organized in 1923. It served as the ultimate legislative, supervisory, and managerial authority for all of the Histadrut's economic enterprises, as well as their official legal framework. These enterprises are independent, with Hevrat Ovdim supervising management, authorizing plans, and overseeing operations.
