Palestinian tanna. He studied under Johanan ben Nuri and Eleazar ben Azariah. He laid down the rule that where there is a difference of opinion the stricter view should be adopted with regard to a biblical injunction, but the more lenient view where the injunction is of rabbinic provenance. He engaged in disputations with sectarians and non-Jews.
