Retention of Employment Model
Retention of Employment Model (RoE)
England, Wales
A model that allows public sector employees to opt out of the transfer of their employment to a private sector provider under TUPE. Under the RoE model, staff remain public sector employees and retain all of their terms and conditions of employment, with continuity of service preserved for all purposes. Depending on the circumstances, they may then work for the private sector provider on a secondment basis.
+ Retention of Employment Model (REM).
On an NHS PFI, ancillary staff in cleaning, catering, laundry, portering and security services remain NHS employees and do not have to transfer to the private sector.
